I didn't take a before picture, but this is a similar one from the internet. Mine was a bit more rusty though...
I bought this metal basin for $5 at a garage sale and it was a really gross grey colour and had a bunch of rust spots on it, so I decided to give it a new look.
First I painted the whole thing with white rust paint and let it dry.
Then I used a robin-egg blue spray paint over the whole basin.
After the spray paint dried, i used the sander and roughed it up so it looked weathered and antiqued.
Finally, I took my half-water/half-white paint mixture and used an old rag to lightly go over the whole bowl. This step just fills in some of the sanding marks with a bit more white and it gave it a bit of a lighter overall look that wasn't so shiny.

This is on my new white-wash backdrop :)
